From October 13th the US Federal Communications Commission will refuse to approve new devices that contain a chip, module or other data-processing part made by a company on its Covered List of national-security risks

Devices already approved are not affected. An application filed before October 13th stays under the old rules unless it is later amended to add, substitute or change a chip, module or other data-processing part, so a revision that changes one of those parts brings the application under the new rule.

Deloitte's Cyprus office helped firms owned by Roman Abramovich, a Russian oligarch the UK has sanctioned, move assets to the British Virgin Islands using backdated paperwork, the investigative journalism network Organized Crime and Corruption Reporting Project reports

The conduct dates to the mid-2000s. In one case, in 2006, Deloitte Cyprus staff certified 2003 accounts to make it appear assets worth nearly $700 million had moved to a British Virgin Islands parent in 2003. Leaked emails from MeritServus, a Cypriot firm that was a Deloitte division until 2005 and is now UK-sanctioned itself, indicate the paperwork was created to avoid Cypriot rules demanding more tax and transparency ahead of the country's 2004 EU accession. There is no evidence Abramovich knew of the paperwork, and his lawyers deny he evaded or sought to evade tax.

The EU says its hybrid-car deal with China could cut Chinese hybrid exports to the bloc by more than half; China says its quota builds on 2025's imports and will be no lower than any other supplier's

EU trade commissioner Maros Sefcovic said the understanding would cut imports of several million hybrid and plug-in hybrid cars over four years, without saying how it will work. China's commerce ministry cites Eurostat, the EU's statistics office, showing the EU imported 107,000 hybrids from China in 2024 and 302,000 in 2025. Neither statement gives the figure. Four years at 2025's 302,000 is about 1.2 million cars, well short of several million, so the two sides appear to measure from different baselines.

China is set to resume refined fuel exports after a brief halt and has approved about 3.7 million metric tons of gasoline, diesel and jet fuel for October, Reuters reports, citing industry sources

The halt came during China's Golden Week holiday. That is below the slightly more than 4 million metric tons refiners had been expected to export in September. Beijing has curbed fuel exports since March after the US-Israeli war on Iran disrupted Middle East supply. The markets news service Newsquawk notes the 3.7 million is quota, not shipments, and refiners do not always use their full allowance.
